In order to encourage location shooting of foreign visual contents in Seoul, the City provides the cost of location scouting to selected foreign producers and principle staff. This program is administered by the Seoul Film Commission (SFC, hereinafter). Any foreign director, assistant director, producer, director of photography, or location manager is eligible to apply.

Support Details
The program provides round-trip airline tickets for two people (economy class) and accommodation cost for Seoul location scouting for three nights (KRW 100,000 each day / per person) and logistical services of a domestic location coordinator.


Eligibility
Production companies of foreign films planning to shoot in Seoul - feature films, TV programs (TV movies, mini series, and sitcoms) are eligible to apply.
The above benefits apply only to the visits of directors, assistant directors, producers, cinematographers, and location managers of foreign films.


How to apply
A formal application (download www.seoulfc.or.kr) must be submitted by letter mail at least four weeks prior to the scheduled date. Two weeks after entry of all required documents the applicant will be notified about the result. In event that a person other than the original visitor is coming, the support will be cancelled

Selection criteria
Project with anticipated direct economic impact:
- During the shooting a combined minimum of 300 overnight stays in Seoul (e.g. the accommodation of 10 staffs during 30 shooting days in hotels)

Project with anticipated indirect impact:
-a film in which Seoul will appear as Seoul
-a film in which Seoul will be presented as a tourist attraction
-a film in which Seoul appears for a substantial time
-a film that otherwise helps to improve the image of Seoul

The application has to be submitted to:

Method of payment
-Booking of flight and hotel conducted by SCF in advance
-The applicant pays for the costs for flight and hotel and SFC reimburses the amount once the visitor arrives in Seoul for the location scouting. Receipts or invoices for airplane ticket and hotel must be presented in original.

With the goal of improving the city’s image as well as supporting the local film industry, the City of Seoul provides the producers with grants in the amounts of up to 25% of the production costs of internationally co-produced films and foreign films shot in Seoul. The reimbursement program is conducted by the Seoul Film Commission (SFC, hereinafter). Funds are provided in the form of grants and not investments and as such, the grants need not be paid back to SFC. Producers of all nationalities may apply for the reimbursement.


Support Details
The amount of the grants will be up to 25% of the portion of the production budget spent within Seoul and may not exceed $100,000 per production. Provided, that the above $100,000 limit shall not be applied to a film that satisfies one of the following requirements: (i) more than $1.5 million has been spent in Seoul; more than 50% of the film shot or shown has been shot in Seoul; or (iii) distribution agreements in no less than 5 countries have been signed. The grants may be used only toward the expenses related with shooting.


Eligibility
General Requirements
- The film must be shot on location in Seoul for one shooting week (minimum six shooting days) or more.
- The applicant must be the producer of the film and there is no restriction on the applicant’s nationality.
- International co-production films shall be eligible only when the minimum financial contribution from each co-producer is over 20% in case of co-production between two countries, and over 10% each co-producer in case of co-production between three or more countries.
- Only feature films, documentaries, and television programs (including but not limited to television films, mini series, series, and sitcoms) with the minimum running time of 60 minutes are eligible. - The following works are ineligible: infotainment, lifestyle, travel, sports, education, game shows, news, news programs not attributable as documentaries, short and experimental movies, adult video.

Availability Requirements
-Feature film: Distribution agreement must have been signed.
-Documentary and Television Programs: pre-sales agreement must have been signed
-International Co-productions: Regardless of genre, distribution or pre-sales agreement must have been signed

Expenses To Which Grants May Be Applied
- Location fees
- Costs for transportation of staff or cast from hotel to shooting location, transportation of equipment inside Seoul
-Accommodation
-Labor cost: (minor roles, extras and staff of Korean Nationality only)
-Equipment rental
-Local suppliers & services (traffic control etc.)
-Catering
¡Ø Development cost, indirect costs, general overhead of the production companies, postproduction costs are not applicable.
¡Ø The applicant, after the completion of filming in Seoul, must submit proof of the expenses incurred in Seoul.


How to apply
At least 4 weeks before the beginning of the shooting in Seoul the applicant must submit the application in writing. SFC will notify within 2 weeks thereafter the decision on the application including the amount of the grant, which shall be based on the submitted budget. Within 2 weeks after the approval of the application, the applicant and SFC shall enter into an agreement concerning the payment of the grant.

The grant will be paid after the completion of the filming in Seoul and submission of the payment of expenses.
In case the actual expenditures differ from the planned budget, the proof of the actual expenditures shall be submitted and the amount of the grant will be determined on the basis thereof.

-Additional documents: signed distribution or pre-sales agreement
¡ØAll documents have to be submitted in 2 originals except for the additional documents which can be in copy). Once a project is approved to receive support, any major changes in budget, schedule, cast, staff list, etc., must be reported to SFC prior to the beginning of the shooting.
¡Ø The signed distribution or pre-sales agreements do not have to be submitted together with the application but must be submitted by or along with the submission of the proof of Seoul expenses after the shooting. However, in cases where the agreements are presented together with the application, they can have a positive impact on the assessment process.


Support Level Determination
The minimum of the grant amount is 10% of the total costs spent in Seoul and additional points are added in respect of the following factors, and thereafter SFC makes the final decision by comprehensively considering the publicity impact for the city and the economic impact:
-If out of the costs spent in Seoul the labor costs are higher than 30% two points, more than 35% three points, more than 40 % four points, more than 45% five points will be added
-If the applicant is of Korean nationality five points will be added
-In cases of extraordinarily high publicity effects for the City of Seoul a maximum of five points can be added.

Grants will be given out in the first place according to a first come first serve policy, and in the second place in accordance to the anticipated publicity impact and the economic impact.


Payment Process
Within eight weeks after the submission of the proof of the Seoul expenses, once the proving documents have been satisfactorily audited, the full grant amount will be wired to the applicant’s account. In case the signed distribution or pre-sales agreements have not been submitted yet, they have to be presented no later then together with the proof of the Seoul expenses. Only then will the payment process begin.
After a satisfactory audit and the following payment of the grant, all documents will be returned to the applicant.


Miscellaneous
In the end credits of the film, the logos of SFC and the City of Seoul must be inserted under the headline ‘This film was supported by’ or ‘Supported by’ in the format designated by SFC.
After the film has been completed, a DVD and a VHS copy of the final version, still photos in print quality and promotion poster must be sent to SFC, which shall use them for non-commercial purposes only.
The applicant is requested to fill in a questionnaire about the benefit of shooting in Seoul, any perceived difficulties, etc. and submit it to SFC.
